Job Description.

This position serves as the Assistant Legislative Director in the Department of Child Services (DCS). The incumbent is responsible for partnering with the Legislative Director to further the agency's legislative goals and agenda, as well as communicate effectively for the agency legislators. The incumbent reports to the Legislative Director.

Responsibilities:

Coordinate the development and outreach on the Department's legislative goals and agenda;
Assist with outreach to gain support for DCS sponsored legislation;
Monitor the Indiana General Assembly interim study committees;
Participate in and help prepare agency leadership for testimony in committee hearings during legislative session and summer study committees;
Perform analysis on proposed legislation;
Track all bills and amendments with implications for DCS practice or policy;
Partner with the DCS Constituent Services Manager and the Legislative Director to respond to legislators on constituent issues;
Monitor vote counting on bills and amendments;
Communicate with legislators on issues involving DCS;
Respond to and serves as a point of contact for legislative inquiries;
Coordinate with applicable Policy Director to review legislation to determine impact on agency policy;
Prepare reports for the governor's legislative office;
Draft fact sheets, outcomes information or presentations as directed;
Monitor committee hearings as assigned;
Assist Legislative Director with developing unified agency legislative;
Coordinate agency-wide policy implementation meetings following the legislative session;
Reads, interprets and applies laws, rules, regulations, policies and/or procedures.
Assist with the development of agency policies, plans, programs and procedures;
Other duties as assigned."

Required Qualifications.

Preferred Experience:

Seven (7) years work experience in program coordination; development; implementation; or accredited college training in a related field.
Bachelor's degree in Public Administration, Business, Public Policy, Government Affairs, Law, Political Science, or the equivalent, preferred;
Experience in public affairs such as: legislative, state, and/or local governments;
Knowledge and understanding of the legislative process;
Broad knowledge of agency procedures, methods, policies, regulations and its unique mission and operational requirements;
Ability to comprehend, analyze, interpret and correlate very technical material and make recommendations on implementation in current programs;
Ability to develop and implement new principles and policies and discern any far reaching implications;
Superior written and verbal communication skills;
Detailed oriented and well organized;
Outstanding interpersonal skills, able to build relationships, establish credibility, and influence leaders at all levels;
Skill in presenting information orally, visually and in writing in a logical and clear manner to explain programs, projects or activities to both internal and external audiences;
Ability to effectively respond to and manage multiple tasks and handle a large of volume of work in high stress situations;
Ability to work with stakeholders to assess needs, provide assistance, resolve problems, and satisfy expectations;
Ability to maintain effective working relationships with legislators;
Handles all communication with sensitivity, tact and professionalism;
The nature of this position requires flexbility in work hours based on the legislature;
Advanced knowledge of basic written and oral communication principles, techniques and methods, analytical methods and interpersonal relations practices;
Extensive knowledge of and proficiency in Windows software systems including: Outlook, Word, Excel, PowerPoint, etc.
