Job Description.

This position functions as the staff specialist for federal transportation policy, with an emphasis on the non-partisan analysis and calculation of complex federal funding formulas as they relate to surface transportation. The position affects every aspect of MDOT's work and that of other Michigan transportation agencies receiving federal transportation aid. The individual in this position analyzes the impacts of federal surface transportation funding proposals on MDOT and other Michigan transportation agencies and advises the policy administrator, modal specialists, senior management, and affected bureaus or agencies. This position will draft legislative amendments and other language for use by Michigan's Congressional delegation to use in securing additional transportation funding for Michigan or mitigate impacts to Michigan of federal proposals. This individual will represent the department within national and other state transportation organizations, with Congressional Staff and Governor's office staff. This position will synthesize complex funding information by preparing and presenting data to MDOT executive team, State Transportation Commission staff, and Governor's office staff to help shape positions on current and proposed federal legislation, regulations, statutes, and policies. This position requires technical expertise related to federal funding formulas and is unique in that it must understand and be able to duplicate and communicate these complicated formulas to illustrate the potential impact on Michigan of funding changes at the national level for any transportation mode.

Required Qualifications.

Education
Possession of a bachelor's degree in urban or regional planning, resources development, engineering, statistics, mathematics, geography, economics, or a related field.

Experience
Four years of professional experience equivalent to a Transportation Planner, including two years equivalent to a Transportation Planner P11 or one year equivalent to a Transportation Planner 12.
