Job Description.

Seattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. Over the years we have worked very hard to keep Seattle's electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship. Seattle City Light's Customer Energy Services (CES) Division is seeking two inspired and ambitious individuals to join our team. These positions will drive early-stage policy and program planning for the Division's electric transportation initiatives, renewable energy offerings and conservation programs. The positions require a passion for product development, an aptitude to transform customer energy technologies into utility services, and creativity and drive to craft impactful policies. This position will report to the Energy Planning Supervisor. Job Responsibilities Program and Technology Development • Analyze electric transportation, distributed energy resources (DERs), connected devices and energy efficiency markets • Identify and vet potential opportunities for City Light • Lead strategy and conceptualization for new value-add customer products • Partner with evaluation and customer research staff to gauge market interest in program designs and product concepts • Build technical, business, and financial models to support program deployment • Develop a broad understanding of, and develop relationships with, external partners, vendors and non-profits • Prepare and present business cases and comprehensive reports Policy Analysis • Provide technical guidance to City and departmental officials regarding energy laws, regulations, policies, and programs • Review, evaluate, and draft complex energy legislation and policies • Recommend and document best approaches to support customer energy programs • Present City Light positions at meetings and hearings • Build coalitions and coordinate policy development with other utilities, Federal and State agencies, regional organizations, advisory councils, and other interest groups • Represent City Light as a thought leader in both internal and external settings Project management • Work in and lead cross-functional teams, often with early-stage programs and uncertain outcomes • Provide oversight of consultant/vendor research, analysis, planning, evaluation, and regulatory support • Provide contract and budget management support

Required Qualifications.

Education: Bachelor's degree in Business Administration, Environmental Science, Public Policy, Engineering, or other relevant discipline (other combinations of education, training and experience will be evaluated on an individual basis for comparability).
Experience: Three years of experience in public policy, planning, or evaluation.

Preferred Qualifications.

Five years of progressively responsible experience in complex multi-disciplined market analysis, research, evaluation, or product development in the energy industry.
Detailed knowledge of the electric transportation, renewables, and/or energy efficiency markets and technologies
Demonstrated success independently moving products or technologies forward
Experience leveraging policy analysis and development
Skill applying quantitative analysis to program development
Proven project management experience in ambiguous early-stage settings
Ability to manage shifting priorities
Aptitude to think strategically about City Light's role in the market
Excellent written, verbal, and presentation skills, ideally with publicly available examples
