Job Description.

Performs a variety of managerial and administrative duties related to directing and coordinating complex clerical, secretarial and administrative duties as needed to expedite and maintain proper processes, procedures and protocol related to the district and magistrate court or court related functions.

SUPERVISION RECEIVED

Works under the general supervision of the Clerk of the Court.

SUPERVISION EXERCISED

Provides close to general supervision to Court Clerk I, II and III Judicial Clerks as assigned to criminal proceedings, child support, civil proceedings, special proceedings, traffic court, In court clerking, cashiering, office support or related clerical functions.

ESSENTIAL FUNCTIONS

Assists Trial Court Administrator; manages the day to day clerical and administrative support functions of the courts; determines work and project priorities; distributes work load and assigns clerical staff and assures proper and timely completion of daily work schedules; initiates and participates in recruitment and selection of new employees; orients and trains; monitors work in progress to assure quality, evaluates performance and implements recommendations affecting retention, advancement, discipline and discharge; maintains leave and accrual records; reviews and approves time sheets to determine and verify hours worked; processes time sheets; resolves staff conflicts.

Monitors and assures staff compliance with ethical and competency standards related to position abuse, confidentiality, conflict of interest, political activity and job performance; assures proper training and education are provided.

Monitors court policies and procedures related to clerking the court and evaluates efficiency of the same; develops and makes recommendations for improvement and discusses feasibility with judges, court administrator and clerk of the court; implements changes upon approval; monitors and implements Supreme Court and legislative changes; coordinates the development and maintenance of departmental operations and procedures manuals for each work section.

Develops annual budget projections related to court support operations; monitors expenditures to assure compliance with established budget constraints; monitors and assures proper fiscal accountability of court related bank accounts and money funds.

Manages the accounting of court related revenues received from collection of fines, fees, bonds, forfeitures, transaction voids, etc.; assures deposits are properly made and fiscal records are accurate and up to date; monitors and maintains county trust account; reconciles accounts monthly; tracks receipts, orders for warrants, etc.; contacts citizens to recover losses on bad checks; generates revenue reports and initiates balancing functions; delivers revenues to county auditor; authorizes and processes requests for bond refunds; prepares report of monthly disbursements of funds to various entities.

Assures proper reporting of judicial work load; prepares or directs the preparation of case load analysis; monitors and updates judge's monthly CLASS reports.

Monitors the records retention and preservation functions of the department; determines need and priorities for microfilming; assures compliance with records retention laws and archiving requirements as established by Idaho Code.

Performs as court systems (ISTAR) administrator/operator; assures system security; purges and voids cases and records; creates master files; assigns password access; performs system maintenance as needed; enters fingerprint and traffic citations into ISTAR database.

Assures proper and timely processing of monthly ISTARS Trust Reports related to victim restitution, overages, foreign county reports, outstanding bonds, etc.; executes confidential commands while performing system procedures.

Performs related duties as required.

Required Qualifications.

1. Educations and Experience:

A. Graduation from senior high school or equivalent and two (2) years of specialized training provided through workshops and seminars related to court processes sponsored by the county or professional organizations;
AND
B. Five (5) years of progressively responsible experience performing above and similar duties; two (2) years of which must have been in a supervisory capacity;
OR
C. An equivalent combination of education and experience.

2. Required Knowledge, Skills, and Abilities:

Thorough knowledge of the function of the Clerk of the Courts; personnel management and administration; training concepts and methods; statutory processes related to various court proceedings; general interdepartmental relationships within the justice system; the code of ethical conduct of non judicial court employees; legal terminology associated with a variety of county processes and documents; court room procedures and protocol; modern office maintenance related to recording and filing important documents; general office management and principles of supervision; interpersonal communication skills; the operation of county court computer system. Working knowledge of county budget and fiscal record keeping practices; grievance hearing procedures; English language protocol, spelling, grammar and punctuation; office mathematics; bookkeeping and accounting practices; cash drawer practices and money balancing techniques; record retention regulations and requirements; operation of personal computer, mainframe terminals and related software applications (Word processing, spreadsheet, desktop publishing, etc.).

Skill in managing emotional and stressful encounters with the public, judges, elected officials, law enforcement, and attorneys, and between subordinate staff; in managing sensitive and confidential court related issues.

Ability to plan, organize, and direct the activities of a large group of employees performing diverse duties; communicate effectively, verbally and in writing; develop effective working relationships with elected officials, professionals, the public, and fellow employees; make critical administrative decisions based upon established guidelines and procedures; interpret, follow and enforce guidelines from court orders, the Supreme Court and Idaho Code; handle conflict within the work place; work independently and establish work priorities; coordinate various schedules free of conflict; handle and balance large sums of money; compose letters and memorandums; make critical decisions regarding preparation of documents according to established procedures; operate a variety of types of standard office equipment; work quickly and accurately; maintain acceptable levels of efficiency while working with time pressures and deadlines; maintain confidentiality on sensitive issues.

3. Special Qualifications:

Must be bondable.
Must be able to type 40 words per minute.
Must meet all security requirements background check and fingerprinting.

4. Work Environment:

Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg and foot dexterity exist.

Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking; guided and creative problem solving.
