Job Description.

Guides local GAL/CASA programs through the grant application process, reviewing proposed budgets, financial statements, fiscal control policies, and related requirements. Oversees the distribution and allocation of approved Capacity Building and Matching Grant funds, notifying local programs of approved funds/amount, processing reimbursements, assisting with budgeting process, monitoring expenditures, and verifying grant funds are matched, when applicable. Serves as a primary point of contact for issues and questions regarding OPTIMA data reporting software, as well as providing related training for reporting standards/requirements. Utilizes data to monitor performance on a quarterly and annual basis, in attainment of program and grant specific goals; providing recommendations and elevating issues as needed. Monitor local GAL/CASA program compliance with state program standards, national code of ethics and national quality standards with regard to data, outcomes and finances Acquire and analyze data, outcomes, and financial information for local programs, and compile for dissemination of quarterly and annual reports; communicate notifications of deadlines and due dates Assemble and summarize GAL/CASA programs’ work and progress for the Indiana Supreme Court annual report Develop, implement and monitor outcomes for local, volunteer based GAL/CASA programs, and recommend improvements for obtainment of goals Assist in development of capacity building outcomes and tracker form for local programs; track activity related performance in qualitative format, such as number of volunteers from a specific marketing effort Review organizational structure of local GAL/CASA programs and analyze structural impact on outcomes and capacity building Provide assistance and support to new and existing GAL/CASA programs to ensure compliance with standards and reporting requirements Provide technical assistance to local programs utilizing OPTIMA software; resolve issues and system discrepancies, assist with entering quarterly / annual reports, etc. Serve as liaison with OPTIMA developers; creating/updating statewide reports for all local GAL/CASA programs, modifying Indiana State Dashboard feature, recommending system modifications, etc. Oversee and provide assistance with annual budget process, at a state level; review fiscal control policies and proposed budgets submitted by each county Monitor local program expenditures; compare budgets to financial statements Handle distribution of grant funding to local GAL/CASA programs for Capacity Building and Matching Grants, in cycles Monitor local program budgets; track spending, process invoices for reimbursement, recommend reallocation of funds, etc. Confirm county funds for Matching grant, and ensure goals are met for the competitive Capacity building grant Facilitate training and onboarding for local programs, on issues related to data, outcomes and finances; OPTIMA software, required information, standards, due dates, etc. Promote inter-agency and inter-disciplinary collaboration and cross-training with child welfare stakeholders such as the Department of Child Services, foster parents, the Indiana Youth Institute, the courts and others

Required Qualifications.

Accredited Bachelor’s degree in Public Affairs, Statistics, Accounting, Public or Business Administration, Economics, or related, and four (4) years of professional experience in statistics, economics, business analysis, grant administration, or related area, with a focus on measuring outcomes.

Superior knowledge of Microsoft Excel, Word, and Access, including ability to design and edit spreadsheets, databases, and large report and presentation documents
Knowledge, or ability and willingness to learn SharePoint and OPTIMA software
Advanced technical acumen, with ability to quickly learn and adapt to new technologies
Working knowledge of statistical analysis including forecasting systems and trend analysis
Working knowledge of database applications; query, reporting, modification and design
Working knowledge of Indiana’s judicial system processes, data, and terminology
Working knowledge, or ability and willingness to learn and fully understand the life of a Children in Need of Services (CHINS) case
Excellent verbal and written communication skills, including grammar, proofreading, editing, and public speaking
Analytical and problem-solving skills
Excellent customer service skills and orientation
Ability to use tact and diplomacy when dealing with the needs, problems, and/or concerns of other department staff, outside agency personnel, and/or the public
Demonstrated ability to follow through on tasks, pay attention to details, and work independently

Possess a valid driver’s license, for required travel; onboarding, training, conferences, etc.
