Job Description.

Oversees all administrative duties regarding procurement and budget functions and activities in a large City department. Analyzes the department’s personnel and non-personnel requirements and organizational structures and prepares recommendations to departmental managers. Helps lead in the preparation of the department’s annual budgets. Prepares RFP, RFQ and Bid solicitations including the Scope of Services, Detailed Specifications. Prepares requisitions and commodity code assignments for new BACP purchase orders executed by the Department of Procurement Services (DPS) and BACP Non-DPS contracts. Prepares draft documents for contract modifications, estimated quantity usage reports, time extensions and vendor limit increases for DPS contracts that BACP is utilizing as a participating user department. Reviews non-DPS agreements and transactions to insure they are covered by Pre-Approved Categories (Exhibit A) and the Direct Voucher Policy. Attends DPS and Department of Finance (DoF) sponsored trainings and meetings to insure BACP is in compliance with DPS and DoF policies. Audits BACP travel reimbursement expenditure reports. Packages DoF Non-Delegate Agency contracts. Prepares contract document templates for Delegate Agencies. Conducts contract intake sessions with Agencies. Verifies all Neighborhood Business Development contract documents are submitted to BACP correctly. Ensures EDS approval of these contracts. Enters Delegate Agency POs into FMPS. Obtains Commissioner's signature. Finalizes ESmart (City’s electronic contract document transmittal system) budget revision review and Department approval and then forwards to GPAD (City’s electronic grant approval system). Audits BACP mileage reimbursement expenditure reports.

Required Qualifications.

Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or directly related field, plus four years of budgetary, human resource or office administration experience of which two years are in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training and experience

Previous experience with budget development and administration
Proficiency with MS Office
Previous experience with basic accounting principles and practices
Proficiency creating and manipulating spreadsheets
Proficiency using Oracle based Financial Management Purchasing System
