Job Description.
Provide quality administrative assistance and support services to the City Clerk's Office, focusing on duties associated with the administration of local, state, and federal elections.
Essential Duties and Responsibilities:
1. Assist with recruitment and training of election judges.
Develop, implement, and maintain systems for the successful recruitment, training, and retention of election judges and temporary absentee voting staff.
Coordinate election judge schedules for training and Election Day.
Assist with the development and implementation of innovative training modules including in-person, online, and remote training opportunities.
Develop and implement annual student election judge recruitment and training program.
Coordinate regular election judge meetings and annual recognition of judges.
2. Assist with all absentee voting activities to ensure high quality service delivery.
Utilize the State Voter Registration System (SVRS) to help in-person voters successfully cast a ballot according to absentee voting rules and guidelines.
Provide service to the public pertaining to absentee voting processes and procedures.
Assist with balancing, tracking, and managing absentee ballots. Organize ballot deliveries to and from Hennepin County Elections.
Maintain a close relationship with Hennepin County Elections division to ensure continuity between office operations and quality service delivery to voters.
Maintain confidentiality of all voter information as required by State law.
3. Assist City Clerk with voter education and outreach activities.
Develop voter education materials to advance racial equity and inclusion.
Organize voter outreach activities in the community.
Assist in ensuring updated and accurate content on city website, assist with newsletters, social media, and other communications activities as needed.
4. Assist with administrative functions related to local, state, and federal elections.
Assist with testing of voting equipment.
Assist with all voter registration activities, including responding to public inquiries.
Prepare candidate filing materials for local elections.
Assist with candidate filing activities including receiving nominating petitions, answering candidate inquiries, and ensuring all requirements are met according to law.
Assist with management of campaign finance reporting activities for local elections.
Organize election supply boxes, order supplies, and maintain inventory of supplies.
Organize delivery and pick-up of equipment and supplies before and after Election Day.
Coordinate and secure use of facilities as polling places for precincts.
Ensure all elections materials are retained in accordance with State records retention
5. Other duties.
Work a flexible schedule including evenings and weekends to coordinate all election activities as well as set up for elections.
May assist with policy research as needed.
Assist with front desk coverage or other administrative services as needed.
Assist in other areas of the department or in other departments as needed on projects.
Perform other duties and assume other responsibilities as assigned.
Required Qualifications.
Associate's degree in related field or equivalent experience.
Two years administrative office experience, including providing customer service.
Previous elections experience, such as Election Judge or other related experience
Excellent computer and technical skills.
Must be able to work independently, manage multiple tasks, be detail-oriented, meet deadlines, retain confidentiality, and work effectively under pressure.
Must be able to flex schedule to attend evening or weekend activities as needed.
Ability to physically complete all aspects of the position.
Ability to establish and maintain good working relationship with the general public, city staff, elected officials, state, county, and federal agencies, vendors, contractors and others.
Ability to communicate clearly orally, electronically, and in writing with people from all cultures and backgrounds in order to achieve the city's strategic objectives for racial equity.
Preferred Qualifications.
Bachelor's Degree in Political Science, Public Administration, or related field.
Experience working with State Voter Registration System (SVRS)
Elections administration experience in a government role.
Experience with public speaking and/or giving presentations to groups.
Experience working with and managing large groups of people.
