Job Description.
The purpose of this position is to maintain and strengthen relationships between the Council on Asian Pacific Minnesotans (the Council) and the Minnesota State Legislature, and other government offices; to educate, inform, and engage the Asian Pacific Minnesotan population on issues such as health and human services, K-12 education, higher education, gender based violence, jobs, economic development and housing; to assist in developing policy positions and legislative initiatives that benefit the Asian Pacific Minnesotan Population; to maintain close connection between the Council, the Asian Pacific Minnesotan communities, the Minnesota Legislature, and the Governor’s Office; to perform related work as required to enhance the Council’s capacity to advise the Governor’s Office and the Legislature on issues of importance to Asian Pacific Minnesotans.
Required Qualifications.
Bachelor’s degree in political science, Asian American History, social work, community development, business administration or related field.
2-3 years of professional full-time experience in the government, public relations, or a related field.
2-3 years of professional full-time experience in the Asian Pacific Minnesotan community.
Demonstrated knowledge in wide-range of various social issues, including but not limited to education, health, human rights, employment, housing, immigration, economics, child welfare etc. and flexibility in navigating various topic areas.
Familiarity with Asian Pacific issues and communities in Minnesota.
Previous experience with the legislative process.
Ability to read, analyze and synthesize complex federal and state public policies.
Demonstrated cultural competence in working with diverse groups.
Excellent interpersonal and problem solving skills.
Strong oral and written communication skills.
Ability to multi-task and possess strong organizational skills.
Self-motivated with the ability to work independently and as a team member.
Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.
Demonstrated creative thinking and tactful problem solving
Preferred Qualifications.
Master’s degree in public policy, social work, community development, business administration or degree in law, or related field.
5 to 7 or more years of professional full-time experience in the Asian Pacific Minnesotan community.
5 to 7 or more years of professional full-time experience in the government, public relations, or a related field.
Experience and knowledge of research methodologies.
Experience in community outreach, including work with families, campaigns, grassroots organizing, community development, youth programs, arts and culture, social services or similar field.
Ability to effectively design, develop, and manage policy-oriented projects.
Knowledge of social services and State and Federal policies.
Proficiency in an Asian language.
Familiarity with website design tools, such as Adobe Dreamweaver or similar software.
