Job Description.

Coastal Counties Workforce, Inc. (CCWI), serving the Local Workforce Development Board (LWDB) for Maine’s six coastal counties area, seeks to hire a “Director of Operations.” This is a highly visible position involving a great deal of interaction with CCWI’s partners, stakeholders, board members in addition to MDOL and USDOL leadership. CCWI’s Director of Operations is a management level position, working with the Executive Director, primarily providing program oversight for regional USDOL-funded workforce development programs. The Director of Operations will also assist the Executive Director with the development and implementation of regional program policies related to the Workforce Innovation and Opportunities Act (WIOA). This position will be responsible for ensuring compliance with WIOA and associated programming including federal discretionary grants. This will include program monitoring and reporting on performance management, in addition to certain budgetary/fiscal oversight and reporting. The Director of Operations will also be responsible for leading CCWI’s efforts related to regional Industry Partnerships and Career Pathway projects. This position is responsible for developing and implementing sector based projects which must be business-driven, and include representation from business, education, and workforce partners. The ability to use sound judgment is critical as this position will be required to manage relationships with both internal and external stakeholders while navigating politics. The Director of Operations will work to identify and develop new initiatives and funding opportunities related to agency priorities (i.e., economic and workforce development strategies) – taking a principal role in the writing of grant opportunity responses. The person in this role must be able to work well and thrive in “controlled chaos.” This individual should be assertive in nature and not afraid to drive toward results. Professional demeanor and presentation style is essential. In addition, a strong business acumen with excellent writing, follow-up, and organizational skills are required. Note: Candidates with prior workforce development (i.e., WIOA) experience and federal program management experience are encouraged to apply.

Required Qualifications.

Bachelor's degree in public/business administration, project management, or related field and five years of related grant management experience; or
Preferred qualifications: Master's degree in public/business administration or project management or related field, and three years of related grant management experience; or
An appropriate combination of education, training, and experience that demonstrates the ability to perform the duties of the position;
Federal Program Management experience;
Must possess a valid state driver’s license (and/or have reliable mode of transportation);
Must possess strong knowledge of Microsoft Office software;
Must successfully pass both a reference and criminal background check
