Job Description.
Principal Accountabilities:
Public Relations and Information/Media Interface
Cultivate community relations to improve visibility and awareness of the district and its services
Establish the district’s information and public relations goals, priorities, and operational plans
Effectively manage marketing and branding for the district
Initiate and maintain a wide variety of media contracts
Make public presentations; provide media interviews; serve as the district’s spokesperson on current public health events/topics
Arrange for district personnel to make media appearances or interviews
Direct planning for public relations events and health fairs
Represent the district at meetings, conferences, and relevant outreach venues
Manage risk communications by effectively communicating messages about health risks, especially in the event of a public health threat or emergency
Program Management
Develop and implement public relations campaigns and public responses for the district on current public health events/topics
Establish/update and implement public information management program policies and procedures
Develop, implement and monitor program budget
Web and Social Media Assessment
Monitor, update, and evaluate effectiveness of the district Webpage and Social Media outreach efforts in meeting the needs of the community and disseminating information
Maintain and monitor Social Media accounts: Post and/or Tweet promotional, educational and health information
Manage the Posts and Tweets of Health Promotion staff for accuracy and appropriateness to programs/services
Writing/Editing
Research background data and interview sources to write and issue news releases and other publications
Responsible for writing, editing, or proof-reading of district-branded materials for external communications
Produce or edit publications such as handbooks, brochures, or newsletters utilizing in-house resources or contracted vendors
Produce or edit, and coordinate the use of, educational programs for information dissemination to the public
Draft responses and provide assistance at public information meetings and calls
Write or edit letters, speeches, columns, and program scripts
Operate audiovisual and desk publishing equipment
Produce, edit, and determine use and distribution of audiovisual and print/online presentations
Maintain photo and audiovisual reference files
Message Development and Assessment
Monitor and evaluate district information and public relations
Evaluate marketing effort for value and cost-effectiveness
Assess public reaction to management policy and program decisions
Consult with and advise management on media, publication, and public relations matters
May prepare district position statements
Develop, provide, or direct in-service information and public relations training
Hire and oversee the work of consultants and vendors such as graphic designers, advertising agencies and photographers
Coordinate development and use of displays and exhibits
May supervise staff
Required Qualifications.
Minimum Qualifications:
Candidates with a Bachelor’s degree in public relations, communications, or related field are preferred
Excellent oral and written communications skills and techniques
Skilled at marketing/branding and working with the media
Experience in planning, developing and implementing major public information projects
Experience in producing or editing informational material using desk publishing software
Knowledge of interpreting and translating technical or complex material into information useable by the public
Experience in gathering and preparing general public health news, or writing a variety of news releases that will be published or broadcast in the mass media for the general public
Experience in developing, writing, and producing informational material for mass distribution and specialized audiences
Good knowledge of organization, structure and ethics of electronic and print news media
Good Knowledge of risk communication, web page development, and social media
Some knowledge of audiovisual production, to include video productions, still photography, computer-generated graphics related to public information objectives
Skilled at being innovative, collaborative and adaptive in their social marketing strategies
Ability to manage strict deadlines. Flexibility to adapt to shifting priorities and respond accordingly
Physical ability to lift and carry up to 40 lbs.
Evaluation Process: Priority will be given to applicants who can demonstrate previous experience producing written material for an agency, balancing multiple priorities with competing timelines, and functioning as a spokesperson for an agency with the media.
