Job Description.
The vacancy is in the Procurement Services Unit of the Office of the Chief Operating Officer. Under direction, maintains a perspective on activities, issues, requirements, policies and state statutes in order to ensure contract compliance. Makes decisions and distributes timely and accurate information to enable the City to make the best use of limited resources. Manages work assignments based on established priorities. In a timely and accurate manner, provides a legal and ethical support and guidance to all City and Board of Education BOE departments. Reviews, analyzes, researches, and develops solicitation documents. Negotiates purchases and prepares contract documents. Manages and coordinates the entire Request For Response RFR process and develops contracts. Provides guidance on procurement ordinances and regulations and attends the solicitation requests and selection committee meetings with affected departments. Recommends process improvements to systems and procedures. Advises and trains customers on the procurement process. Processes purchase requisitions. Reviews and approves methods of source selections. Converts purchase orders and processes change orders. Performs related work as required. This is a union position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime.
Knowledge, Skills Abilities
The examination will consist of rating your training and experience as contained on your application and may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure: Knowledge of governmental purchasing practices and procedures; Knowledge of purchasing functions such as the preparation of specifications, purchase schedules, vendor lists, analysis of bids, etc.; Knowledge of public administration and management; Knowledge of federal, state, and municipal laws and regulations related to public procurement; Ability to analyze the needs of departments and to develop purchasing programs and techniques to provide effective service; Ability to plan, assign, supervise and coordinate the work of subordinate staff; Ability to establish and maintain effective working relationships with vendors, department heads, and others; Ability to express oneself clearly and concisely orally and in writing.
Required Qualifications.
Open to all applicants who meet the following qualifications:
Bachelor's Degree from an accredited four-year college or university with major work in public or business administration, political science, economics, or a closely related field. Five 5 years of responsible professional administrative experience in public service or business organizations, with special emphasis in purchasing. A Master's Degree in public or business administration from an accredited college may be substituted for one 1 year of the experience requirement. Wherever possible, appropriate equivalents will be considered.
