Job Description.

This position monitors and provides technical assistance to school districts and other education organizations to ensure compliance with the fiscal requirements of federal education programs authorized under the Individuals with Disabilities Act (IDEA) and the Elementary and Secondary Education Act (ESEA). Duties include: Review and evaluate grant applications and financial reports; Monitor subgrantee activities and expenditures to ensure compliance with grant conditions; Oversee the fiscal compliance requirements for federal education grants; Provide support to Department staff and subgrantees by interpreting laws, rules, and regulations; Develop and provide training to program and fiscal staff of school districts and related organizations concerning federal education grant compliance issues.

Required Qualifications.

A four year degree in business administration, accounting, or a related field is preferred.

Knowledge of:

laws and regulations governing the fiscal requirements of federal education programs;
grants administration and the requirements associated with the expenditure of federal funds;
school district accounting and budgeting practices for federal and nonfederal funds;
techniques for monitoring grant recipients;
functions of a state educational agency and related processes;
Excel spreadsheets and Microsoft Office.
Skill to:

analyze, interpret and organize fiscal information.
Ability to:

establish and maintain effective working relationships with coworkers, managers, and school district administrators;
deal tactfully and effectively with school administrators and the public;
communicate complex fiscal requirements effectively;
develop training workshops and speak before groups;
draft policies and procedures;
research and interpret state and federal regulations and laws;
implement policies and procedures to ensure compliance with state and federal laws and policies;
coordinate the grant agreement approval process
