Job Description.
Under direction, assists Bureau Chief of Human Resources and Deputy Director of Employee and Business Services (OEBS) in planning and administering overall labor relations program at Ohio Department of Job and Family Services (ODJFS) and supervises staff: oversees and directs labor relations program to include agency wide implementation of labor relations policy and procedures; monitors Step 2 and subsequent Steps in the grievance process and all requests for disciplinary action to ensure timely, applicable, consistent and contractually sound responses; participates in development of labor relations program goals and objectives; participates in, and leads staff in, planning and development of agency wide policy matters; provides direction to labor relations staff and to agency supervisors and managers in areas of labor relations and employee relations; serves as agency representative on employee and labor/management committees; coordinates layoff process of bargaining unit and/or exempt employees as required; assists in evaluating and developing agency bargaining needs; prepares and delivers training for management and exempt personnel on legal and contractual responsibilities and compliance; performs special assignments as necessary (e.g., investigates fraud or abuse); administers 1199 and OCSEA union contracts, Ohio Revised Code (ORC) and civil service laws, rules and regulations; provides direction on Step 2 and beyond in the grievance process and on Working Out of Class grievance hearings; oversees research of issues and reviews and edits pre-d hearing reports and other documentation compiled by Labor Relations Officers; represents the State of Ohio as a certified advocate in preparing and presenting pre-mediation, mediation, arbitration cases; assists agency in contract negotiations as required; responds (e.g., verbally and written) to inquiries from government officials, employees, general public and union officials related to contractual and/or employee relations issues.
Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).
Performs other related job duties as assigned (e.g., participates in and/or leads staff meetings and training sessions; travels to attend and/or conduct meetings and hearings; utilizes personal computer to produce correspondence, reports and other documents; maintains records, logs and files).
Required Qualifications.
2 yrs. exp. as Labor Relations Officer 2, 63472.
Or 1 yr. exp. as Labor Relations Officer 3, 63473.
Or 4 yrs. exp. in collective bargaining to include contract administration & management representation with regard to grievances &/or negotiated agreements(successful completion of the OCB Academy may be substituted for 12 mos. of required collective bargaining experience referenced in this portion of the minimum qualifications).
Or completion of undergraduate core program in human resources management; 2 yrs. exp. in labor relations/collective bargaining which included contract administration & management representation with regard to grievances &/or negotiated agreements(successful completion of the OCB Academy may be substituted for 12 mos. of required collective bargaining experience referenced in this portion of the minimum qualifications).
Or equivalent of Minimum Class Qualifications For Employment noted above.
